1. DEFINITIONS & INTERPRETATION

"Levi Topup Store" ("we", "us", "our") refers to the online gaming top-up service operated by Sasmina Fernando, registered and operating within the Democratic Socialist Republic of Sri Lanka.

"User", "Customer", "Player" ("you", "your") refers to any natural person who accesses our website, creates an account, or purchases services from us.

"Services" refers to the digital goods top-up services provided for Bloodstrike, Roblox, PUBG Mobile, and any other games listed on our platform.

"Digital Goods" refers to in-game currency, passes, skins, or any other virtual items delivered to your game account.

2. ACCEPTANCE OF TERMS

By accessing, browsing, registering an account, or placing an order on Levi Topup Store, you acknowledge that you have read, understood, and agree to be legally bound by these Terms and Conditions, our Privacy Policy, and all applicable laws and regulations of Sri Lanka.

3. ELIGIBILITY & ACCOUNT REGISTRATION

4. ORDERS, PAYMENTS & PRICING

All prices displayed on our website are in Sri Lankan Rupees (LKR) and are inclusive of all applicable local taxes unless otherwise stated. Prices are subject to change without prior notice, but changes will not affect orders already placed and confirmed.

Payment must be made exclusively via the bank transfer methods displayed on our Payment page: Bank of Ceylon (BOC) Account No. 76692666 or Peoples Bank Account No. 134200130058746, both held by W K K B S S S FERNANDO, Nuwara Eliya branch. We do not accept cash on delivery, credit cards, or any other payment methods at this time.

Your order is not confirmed until we verify your payment receipt. You must upload a clear, legible screenshot of your bank transfer receipt via our Receipt Submission form, including the date, time, bank branch, and reference/bill number.

In the event of a payment dispute, the burden of proof lies with you, the customer, to provide valid proof of payment. We recommend retaining your bank transfer confirmation for at least 30 days.

Any attempt to submit fraudulent, altered, or counterfeit payment receipts constitutes criminal fraud under the Penal Code of Sri Lanka (Cap. 19) and will be reported to the Sri Lanka Police and your banking institution.

5. DELIVERY OF DIGITAL GOODS

We strive to process and deliver all verified orders within 5 to 30 minutes during operational hours (typically 8:00 AM to 11:00 PM Sri Lanka Time). However, delivery times are estimates and not guaranteed.

You are solely responsible for providing accurate Player UID (for Bloodstrike/PUBG) or Username (for Roblox). Levi Topup Store will not be held liable for top-ups delivered to incorrect UIDs or usernames provided by you. Double-check all details before placing your order.

Once digital goods have been delivered to the account credentials you provided, the transaction is considered complete and irrevocable. We cannot reverse, recall, or retrieve in-game currency or items after delivery.

We are not responsible for delays or failures caused by third-party game server maintenance, outages, updates, or technical issues on the game developer's side. We are an independent reseller and are not affiliated with, endorsed by, or sponsored by NetEase Games, Tencent Games, Roblox Corporation, or any other game developer.

All digital goods are delivered electronically. No physical products will be shipped. Risk of loss and title for digital goods pass to you upon successful delivery to your game account.

6. REFUND, CANCELLATION & RETURN POLICY

Under the Consumer Protection Act, No. 9 of 2003 of Sri Lanka, digital goods and services that have been fully performed with your prior express consent are generally exempt from the statutory cooling-off period. By placing an order, you expressly consent to immediate performance.

Refunds will ONLY be granted under the following limited circumstances:

  • Your payment was verified but the order was not processed or delivered within 24 hours due to our operational failure.
  • We are unable to fulfill your specific package request due to temporary unavailability (not due to game server issues).
  • The order was placed and paid for, but you requested cancellation BEFORE we began processing the order.

NO REFUNDS will be granted for:

  • Orders where the digital goods have already been delivered to your provided UID/username.
  • Incorrect UID/username provided by the customer.
  • Change of mind after delivery.
  • Game account bans, suspensions, or restrictions imposed by the game developer.
  • Delays caused by game server maintenance or third-party technical issues.

Refund requests must be submitted via email to levitopupstorebs@gmail.com within 48 hours of the order date, including your order number and reason for the request. Approved refunds will be processed within 7-14 business days via bank transfer to the original payer's account.

7. CONSUMER RIGHTS UNDER SRI LANKAN LAW

We comply with the Consumer Protection Act, No. 9 of 2003 and the Consumer Affairs Authority Act, No. 9 of 2003. You have the right to:

  • Receive clear and accurate information about our services, prices, and terms before purchase.
  • Be protected against unfair contract terms and misleading advertising.
  • Lodge a complaint with the Consumer Affairs Authority (CAA) of Sri Lanka if you believe your rights have been violated.

However, you acknowledge that digital top-up services, once performed with your express consent, fall under exceptions to standard return rights under applicable consumer protection frameworks for digital content.

8. PROHIBITED CONDUCT

You agree NOT to:

  • Use our Services for any illegal purpose, including money laundering, fraud, or financing of terrorism, in violation of the Prevention of Money Laundering Act, No. 5 of 2006 and Convention on the Suppression of Terrorist Financing Act, No. 25 of 2005.
  • Submit false, fraudulent, or altered payment receipts or personal information.
  • Attempt to hack, reverse-engineer, or interfere with our website, databases, or infrastructure.
  • Create multiple accounts to abuse promotions, discounts, or referral programs.
  • Resell, redistribute, or commercially exploit our services without written authorization.
  • Harass, threaten, or abuse our staff via any communication channel.

Violation of any prohibited conduct will result in immediate account termination, forfeiture of any pending orders, and potential criminal prosecution under Sri Lankan law.

Game names, logos, characters, and related assets are trademarks of their respective owners (NetEase, Tencent, Roblox Corporation, etc.). We claim no ownership over third-party intellectual property. Our use of game names is purely for descriptive purposes to identify the services we offer.

You are granted a limited, non-exclusive, non-transferable license to use our website for personal, non-commercial purposes only. Any unauthorized reproduction, distribution, or creation of derivative works is strictly prohibited.

10. LIMITATION OF LIABILITY & DISCLAIMERS

TO THE MAXIMUM EXTENT PERMITTED BY LAW, LEVI TOPUP STORE AND SASMINA FERNANDO SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, INCLUDING LOSS OF PROFITS, DATA, OR GOODWILL, ARISING OUT OF OR IN CONNECTION WITH YOUR USE OF OUR SERVICES.

Our total liability to you for any claim arising from your use of the Services shall not exceed the total amount you paid to us for the specific order giving rise to the claim.

We make no warranties or representations that our Services will be uninterrupted, timely, secure, or error-free. We do not warrant the accuracy or reliability of any information provided on the website.

We are not responsible for any actions taken by game developers against your account, including bans, suspensions, or removal of purchased items, as we have no control over third-party game platforms.

11. DISPUTE RESOLUTION & GOVERNING LAW

These Terms and Conditions shall be governed by and construed in accordance with the laws of the Democratic Socialist Republic of Sri Lanka.

Any dispute, controversy, or claim arising out of or relating to these terms, including their existence, validity, interpretation, performance, breach, or termination, shall first be attempted to be resolved through good faith negotiation between the parties within 30 days of written notice.

If the dispute cannot be resolved through negotiation, either party may refer the matter to mediation under the Mediation Board Act, No. 72 of 1988. If mediation fails, the dispute shall be finally resolved by arbitration in Colombo, Sri Lanka, in accordance with the Arbitration Act, No. 11 of 1995.

Notwithstanding the above, either party may seek urgent interim or conservatory relief from the courts of Sri Lanka to preserve rights or prevent irreparable harm.

12. ELECTRONIC TRANSACTIONS & EVIDENCE

In compliance with the Electronic Transactions Act, No. 19 of 2006 of Sri Lanka, you agree that:

  • Electronic records, screenshots, and digital receipts uploaded through our platform constitute valid evidence of transactions.
  • Your electronic acceptance of these terms (by checking the "Agree to Terms" box) constitutes a legally binding signature equivalent to a handwritten signature under Sri Lankan law.
  • Order confirmations, receipts, and communications sent via email or WhatsApp are valid and enforceable documents.

We maintain electronic records of all transactions for a minimum of 3 years in compliance with applicable tax and commercial record-keeping requirements.

13. FORCE MAJEURE

We shall not be held liable for any failure or delay in performing our obligations under these terms where such failure or delay results from circumstances beyond our reasonable control, including but not limited to:

  • Natural disasters, floods, earthquakes, or epidemics (including government-imposed lockdowns).
  • War, terrorism, riots, civil unrest, or government actions.
  • Internet outages, power failures, or hosting service disruptions.
  • Game server shutdowns, maintenance, or developer policy changes.
  • Banking system failures or delays in interbank transfers.

During a force majeure event, we will use reasonable efforts to resume services as soon as practicable and will communicate any delays to you via WhatsApp or email.

14. SEVERABILITY

If any provision of these Terms and Conditions is found to be invalid, illegal, or unenforceable by a court of competent jurisdiction in Sri Lanka, such provision shall be severed from these terms, and the remaining provisions shall continue in full force and effect. The invalid provision shall be modified to the minimum extent necessary to make it valid and enforceable.

These Terms and Conditions, together with our Privacy Policy and any other legal notices published on our website, constitute the entire agreement between you and Levi Topup Store concerning your use of our Services and supersede all prior agreements, understandings, negotiations, and discussions, whether oral or written.
